UN envoy announces cessation of hostilities in Yemen

UNITED NATIONS – Calm may come to Yemen soon, United Nations special envoy for the conflict-torn nation said on Wednesday, announcing that warring parties in the Arab country have agreed to cessation of hostilities beginning at midnight on April 10 for follow-up peace talks in Kuwait a week later.> Big News Network

Ismail Ould Cheikh Ahmed described it "really our last chance” to bring peace to Yemen where “the war…must be brought to an end”.

There have been many failed attempts to end the conflict in Yemen, which has drawn in regional foes Saudi Arabia and Iran, and triggered a humanitarian crisis in the Arab world's poorest country.

Saudi Arabia launched a military campaign in Yemen a year ago to prevent Iran-allied Houthi rebels from taking control of the country. The Saudi-led military intervention wants to restore President Abd-Rabbu Mansour Hadi to power that was seized by the rebel forces loyal to ex-President Ali Abdullah Saleh.

Tens of thousands of Yemenis have been killed or injured, 10 in 100 are displaced and nearly the entire population is in urgent need of aid after a year into the conflict, the UN estimates.

“I have previously emphasized that only a political solution and inclusive peace process will ensure a future of reconciliation and peace in the country,” Ould Cheikh Ahmed told reporters in New York.

“The talks aim to reach a comprehensive agreement, which will end the conflict and allow the resumption of inclusive political dialogue in accordance with UN Security Council resolution 2216 (2015) and other relevant UN (Security Council) resolutions.”

He said that the proposed April 18 “face-to-face negotiations will provide a mechanism for a return to a peaceful and orderly transition based on the (Gulf Cooperation Council) initiative and National Dialogue outcomes”.

He outlined five main areas that will remain the focus of talks. These include the withdrawal of militias and armed groups; the handover of heavy weapons to the state; interim security arrangements; the restoration of state institutions; resumption of inclusive political dialogue and the creation of a special committee for prisoners and detainees.

The parties to the conflict have been asked to present concept papers on each of them by April 3.
